Citizens Property Insurance Corporation has issued an Invitation to Negotiate (ITN) to request replies from firms capable of providing pre-employment and periodic background investigation reporting services (Services), via a secure web-based software as a service (SaaS) system, for two (2) distinct divisions within Citizens: 1) Human Resources and 2) Underwriting and Agency Services. Human Resources (HR) will use these Services for the Vendor to obtain, evaluate, and process criminal histories, identity verifications, employment and educational verifications, international background investigations, motor vehicle records, and I9 Forms and E-Verify services. Underwriting and Agency Services (UAS) will use these Services for the Vendor to obtain, evaluate, and process criminal histories only. The Services are more fully described in Section 2 of the ITN document. Citizens’ desires to award a contract (Contract) to one Vendor under this ITN for both HR and UAS divisions. However, the awarded vendor(s) must have the ability to completely partition HR information from UAS information within the Vendor System. As further described in Section 2 of the solicitation document, there can be no System access permitted between these divisions (HR and UAS). This separation may be a determinative factor if more than one Vendor is awarded. Regardless of whether one or multiple Vendors are awarded, Citizens cannot guarantee how much work will be assigned to a Vendor from each division. This ITN seeks Vendor solutions to meet Citizens needs in the most efficient and economical way.
