Performance and/or Design Requirements: The Florida School for the Deaf and the Blind (FSDB) is in need of migrating the existing proprietary Honeywell FS90 Fire Alarm Control System to the proprietary XLS 3000 Fire Alarm Controls. This system integrates with existing Fire Alarm systems in existing EBI systems and maintains the integrity, serviceability, transfer of data back-and-forth between the existing systems, and continued maintenance of the systems currently installed and being utilized at FSDB. Estimated Dollar Amount: $146,773.65. Intended source: Honeywell International Inc. through Honeywell Building Solutions 9440 Phillips Hwy, Ste-4. Jacksonville, FL, 32256 904.260.5905 Justification for single source acquisition: Florida School for the Deaf and the Blind has a campus wide fire alarm and access control system that was installed by Honeywell. These systems are proprietary in nature and cannot be serviced or modified by anyone other than Honeywell certified technicians. The system is wide-reaching; monitoring and controlling the life safety systems in each building. The proposed XLS3000 was designed as a drop-in replacement for the existing FS90s, eliminating the need to replace enclosures, wiring, and field devices and allows for seamless integration and upgrade of the already deployed Honeywell’s Enterprise Buildings Integrator (EBI) currently being utilized for campus-wide UL monitoring and command and control of building fire alarm systems. EBI is a proprietary product of Honeywell Building Solutions (HBS). As such only HBS branches are certified to make modifications including adding new equipment. All of buildings on campus utilize HBS fire alarm panels for occupant, safety, and security which communicate to the EBI. The present systems were installed by factory trained Honeywell technicians. Honeywell service technicians are familiar with the system’s components. Only Honeywell technicians have unfettered access to all Honeywell literature, technical bulletins, and system update information, as well as support from the Honeywell Technical Assistance Center (TAC) and Engineering Centers. This notice is neither a request for quote nor a solicitation of offers. This is the statutorily mandated seven business day advertisement of an intended single source procurement. The Agency believes this is a single source procurement; however, vendors that feel they can fulfill this procurement should provide information regarding their ability to supply the commodities or contractual services described within the seven business day advertising period by contacting the listed Primary Contact. A determination by the Agency not to complete this procurement based on responses to this notice is solely within the discretion of the Agency. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Failure to file a protest within the time prescribed in §120.57(3), Florida Statutes, or failure to file a bond or other security within the time allowed for filing a bond, shall constitute a waiver of proceedings under Chapter 120, Florida Statutes. Questions submitted to FSDB shall not constitute formal protest. Prospective vendors are requested to provide information regarding their ability to supply the commodities or contractual services described. If it is determined in writing by the agency, after reviewing any information received from prospective vendors, that the commodities or contractual services are available only from a single source, the agency shall provide notice of its intended decision to enter a single-source purchase contract in the manner specified in §120.57(3), FS.
