The Department of Economic Opportunity (DEO), Facilities Services is requesting sealed bids from qualified contractors to obtain competitive prices for the provision of all labor, supervision, associated hardware and materials, required permits, drawings, and equipment necessary to replace the existing 150 ton Chiller with a new air-cooled, rotary screw, 150 ton water chiller and includes incidental electrical and controls work associated with replacement as specified in the Project Manual and Construction Documents drawings, Project 1745, dated August 4, 2017, prepared by H2 Engineering, Inc. A MANDATORY Pre-Bid Site Visit will be held at DEO Fuller Warren Building located at 215 Market Street Jacksonville, FL 32202, as per the date and time specified in Section B.6, Calendar of Events. All prospective Respondents intending to submit a bid to this solicitation must attend the Mandatory Pre-Bid Site Visit as scheduled in order to submit a bid. Failure to attend the Mandatory Pre-Bid Site Visit shall preclude a prospective Respondent from submitting a bid for this solicitation and will render the Respondent’s bid non-responsive and will result in rejection of the Respondent’s bid. Prospective Respondents should allow enough time to arrive, park, walk and gain entry into the building to ensure that they arrive prior to the applicable Mandatory Pre-Bid Site Visit time. Project H2E #1745 Project Manual/Construction Documents containing specifications and drawings may be obtained by contacting the Fuller Warren Building Manager, George Brooks at (904) 708-2219. It is recommended to contact the building manager at least twenty-four (24) hours prior to the Mandatory Pre-Bid Site Visit to request a copy. With respect to a protest of the terms, conditions, and specifications contained in this solicitation, including any provisions governing the methods for ranking bids, awarding contracts, reserving rights of further negotiation, or modifying or amending any contract, the notice of protest shall be filed in writing within 72 hours (Saturdays, Sundays and state holidays excluded) after the posting of the solicitation. For purposes of this provision, the term “the solicitation” includes any addendum, response to written questions, clarification or other document concerning the terms, conditions, or specifications of the solicitation. The formal written protest shall be filed within 10 days after the date the notice of protest is filed.
