Pursuant to section 287.057, Florida Statutes (F.S.) and Chapter 2016-66, Section 6, 2317A, Laws of Florida, the Department of Financial Services’ (Department or DFS) Florida Planning, Accounting and Ledger Management Project (Florida PALM or Project) seeks Replies to this Invitation to Negotiate (ITN) from qualified vendors (Respondents) to obtain the best and most appropriate means of providing Software and System Integrator (SSI) Services for a new financial management solution (Financial Management Solution or the Solution). The state of Florida (State) desires an integrated, enterprise Financial Management Solution that allows the State to organize, define, and standardize its financial management processes and that complies with sections 215.90-215.96, F.S. The purpose of this ITN is to replace the four main components of the Florida Accounting Information Resource (FLAIR) subsystem and the cash management and accounting management components of the Cash Management System (CMS). The main FLAIR components to be replaced include Central FLAIR, Departmental FLAIR, Payroll, and Information Warehouse. The Scope of Services requested is set out in Attachment B – Project Specifications and the Business Requirements presented in the Advantiv Solutions, LLC (Advantiv) DecisionDirector® (DD2) tool. This ITN does not include any functionality that duplicates any of the other information subsystems of the Florida Financial Management Information System (FFMIS) or Agency business processes related to any of the functions included in the personnel information system, the purchasing subsystem, or the Legislative Appropriations System/Planning and Budgeting Subsystem (LAS/PBS).
